La société TELT, entité adjudicatrice, est le promoteur public en charge des travaux de réalisation et de la gestion de la section transfrontalière du projet de nouvelle liaison ferroviaire Lyon-Turin. Le présent marché public, qui relève du chantier opérationnel 2 (CO2), constitue un marché global de performance au sens de l’article L.2171-3 du Code de la commande publique, ayant pour objet la conception, la construction et la maintenance de la gare internationale de Suse ainsi que la réalisation d'ouvrages de ligne (plateforme ferroviaire).
