Przedmiotem zamówienia jest opracowanie narzędzia badawczego w postaci 2 scenariuszy wywiadu IDI (Individual In-Depth Interview), a następnie przeprowadzenie 32 wywiadów IDI z interesariuszami systemu rad sektorowych ds. kompetencji na poziomie regionalnym (wojewódzkim i powiatowym) oraz opracowanie narzędzie badawczego w postaci ankiety CAWI (Computer-Assisted Web Interviewing).
